Compulsory biometric identity cards.

Compulsory biometric identity cards with fingerprints and possibly Iris (eye) scans should be introduced in the longer term for anyone 16 years and above. This would consolidate data on all those resident in the region that can be useful for the purposes of planning and crime control.
